I can't apply changes in xml for footers

With "normal" parts of the page I can "Inspect selection" and see the "apply" button. When I try to do the same thing with a footer, it does not show the "apply" button, only "cancel".

using version 8.2.1.1 of the word helper, version 2110 of word.

Any ideas?

As you've seen, applying in a footer is not supported.

Instead, copy the selection into the main document part and manipulate it there. If you generate Java code from it, you can apply that in your footer code (since both support P, Tbl etc).
